He serves under Donald Rumsfeld (Steve Carell), quietly learning how power operates behind the scenes before stepping away to work in the private sector. His return comes when George W. Bush (Sam Rockwell) offers him the vice presidency, an opportunity Cheney seizes only after negotiating unprecedented authority over foreign policy, intelligence, and military operations. From there, Cheney uses legal loopholes and quiet maneuvering to consolidate influence, directing the White House through Bush and shaping the political landscape with little public awareness. He masterminds key decisions surrounding the Iraq War, expands executive power, and drives policies that alter the country’s trajectory, all while presenting himself as a supporting figure rather than the one truly pulling the strings. The ensemble cast is exceptional: Bale’s transformative performance is supported by Steve Carell, Amy Adams, and Sam Rockwell, each capturing the sharp personalities and conflicts of the era. The film’s editing is unique and energetic, using bold stylistic choices to keep the narrative engaging while highlighting the absurdity and danger of political manipulation. Plemmons is inserted as a weird narrator, which doesn't work, and Bale surprisingly isn't allowed to present enough of a personality. Between Plemmons' annoyingly constant voiceovers and the political impressions, Vice feels more like a topical SNL skit than a good story.
